Course Description

This highly-interactive workshop provides attendees with the skills required to effectively negotiate and administer contracts. Effective contracting leads to greater project success, improved performance, reduced risk, and helps organizations lower and control costs.

  • Conceptually take a contract from inception of need to completion of outcome
  • Differentiate among the various contracting vehicles available
  • Successfully manage the contracted resources, whether the resources are individual consultants or contractors or a company

Course Outline

Chapter 1: Contracting in the Context of the Project

  • At the end of this chapter, the participant should be able to:
    • Define the elements of a contract
    • Plan a contract management process
    • Perform the role of the project manager in the contract process
    • Be conversant in the general legal aspects of a contract

Chapter 2: Contracting Methods and Vehicles

  • At the end of this chapter, the participant should be able to:
    • List the forms of contract sourcing and the tenets of the Competition in Contracting Act
    • Distinguish among the various vehicles used to acquire contracts in the Federal Government
    • Work with the different pricing and management models of contracting services in the Federal Government

Chapter 3: Initiate the Contract: The Pre-Award Phase

  • At the end of this chapter, the participant should be able to:
    • Plan for a procurement or contract
    • Prepare a general Statement of Work
    • Conduct initial negotiations with a bidder, vendor, or seller
    • Deal with the various other negotiations that are part of the contract acquisition process

Chapter 4: Awarding the Contract

  • At the end of this chapter, the participant should be able to:
    • Participate in the evaluation of a bid or proposal
    • Engage a vendor or supplier in the initiation of a contract
    • Manage a government contract with a vendor

Chapter 5: Managing the Contractors

  • At the end of this chapter, the participant should be able to:
    • Work with contracted employees successfully on the project
    • Identify and resolve issues with contractors and contracting
    • Create and implement measurements for contractors
    • Navigate through the various means of dealing with contractor performance problems
    • Successfully close a contract or a project that has contracts associated with it
